April 10, 2006 Meeting Minutes

OFFICIAL MINUTES
OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
APRIL 10, 2006

Present: Mayor Jeanquart, Alderman Vollenweider, Brewster, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: Blaha (excused)

Others: Administrator Kranz, Public Works Director Balleine, Police Chief Salentine, City Attorney Wolske, Lou & Barb Willis, Marge Nylund, Tom Charlier, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received a thank you letter from the Kewaunee Library Staff for work performed by Public Works and Police personnel.

The Council received a letter from Prevea Clinic regarding their decision to close the Kewaunee Clinic.

The Council received the Finance Committee minutes of March 13, 2006.

Vollenweider moved and Brewster seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Vollenweider moved and Crabb seconded to approve a "Class A" Beer & Liquor License transfer from Pamida, Inc. to Pamida Stores Operating Co., LLC. Motion carried unanimously.

Vollenweider moved and Muellner seconded to approve Act 102 Fund expenditures in the amount of $4,275 for 9 radios for the Ambulance from Frank’s Radio. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Zenner seconded to approve the March 2006 Accounts Payables in the amount of $395,372.13. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of March 13 and March 28, 2006.

Tom Charlier appeared before the Council to request a reversal of the Public Works Committee decision - being the requirement to install sidewalk adjacent to his property abutting Kilbourn Street. Following discussion, it was decided that the order of the Committee stands - sidewalk will be installed, therefore no additional action was taken.

Rabas moved and Muellner seconded to approve the Regular Council Meeting minutes of March 13, 2006 as submitted. Motion carried unanimously.

Zenner moved and Rabas seconded to adopt RESOLUTION NO. 956-06, RESOLUTION FOR OUTDOOR RECREATION AIDS THROUGH THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES, FEDERAL LAND & WATER CONSERVATION FUND AND RECREATIONAL TRAIL ACT GRANT PROGRAMS. Motion carried unanimously.

With no motion being made to adopt a resolution in support of video competition everywhere, no further action was taken.

Marge Nylund appeared before the Council to express her concern on there being no sidewalk on the south side of Lincoln Street beginning at Juneau Street going west to First Street.

Barb Willis appeared before the Council inquiry as to what the City is going to be doing with the installation of a sidewalk in front of Dodge Street and her garden landscaping and trees that may be in the way. She was informed that accommodation has already been made to only install a 4' sidewalk in that area but that any encroachments within the City right-of-way will be removed.

Lou Willis asked the Council that appropriate action be taken to ensure that the sidewalk in front of Nuhlicek’s Service is not blocked by vehicles being parked.

Zenner moved and Muellner seconded to approve the City of Kewaunee/Manitowoc-Two Rivers YMCA Recreation Program Collaboration Agreement for 2006. Motion carried unanimously.

Schneider moved and Brewster seconded to approve the Engineer Agreement with Ayres Associates to Conduct Environmental Assessment Activities (Phase II Site Assessment Grant). Motion carried unanimously.

Rabas moved and Vollenweider seconded to award the Boat Landing Dock replacement bid to Merrill Equipment Company at a cost of $43,200. Upon a roll call vote, motion carried unanimously.

Being the last meeting for Alderman Jim Brewster, Mayor Jeanquart thanked Alderman Brewster for his service on the City Council.

Vollenweider moved and Zenner seconded to adjourn the meeting at 7:32 p.m. Motion carried unanimously.
