OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
APRIL 11, 2005

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Brewster, Crabb, Zenner, Rabas, Schroeder, Schneider

Absent: None

Others: Administrator Kranz, Tracy Salisbury, Paul Crammer, Lana Lesh, Don Kickbusch, Laurie Kranz, Brenda and Eric Prucha, Chris Pichotta, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Tracy Salisbury, Wisconsin DNR, appeared before the Council and presented to the City its Tree City USA Award for 2004.

Paul Crammer, Executive Director of the Manitowoc-Two Rivers YMCA and Lana Lesh appeared before the Council and gave a presentation on the proposed summer recreation program it would conduct for the City.

The Council received the Finance Committee minutes of March 14, 2005.

Blaha moved and Crabb seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Blaha moved and Crabb seconded to approve the issuance of a Class "B" Retailer’s license to Kewaunee Fire Department, Brat Fry, May 13, 2005. Motion carried unanimously.

Blaha moved and Brewster seconded to approve the March 2005 Accounts Payable in the amount of $321,532.08. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works minutes of March 30, 2005.

Schneider moved and Rabas seconded to award the 2005 Tree Bid to Willems Landscape Service, Inc. in the amount of $11,725.00. Upon a roll call vote, motion carried unanimously.

Schneider moved and Rabas seconded to award the 2005 Stump Grinding Bid to Custom Tree Cutting and Lawn Care in the amount of $.65 per inch. Upon a roll call vote, motion carried unanimously.

Schneider moved and Zenner seconded to award the 2005 Public Works Improvement Projects Bid to DeGroot, Inc. in the amount of $376,258.85. Upon a roll call vote, motion carried unanimously.

The Council received the Public Property Committee minutes of April 7, 2005.

Vollenweider moved and Crabb seconded to award the three year contract for Contract Mowing Services to Cretton Enterprises, Inc. in the amount of $48,600. Upon a roll call vote, motion carried with Brewster, Crabb, Zenner, Schroeder, Rabas and Schneider voting yea and Blaha and Vollenweider voting nay.

Vollenweider moved and Schroeder seconded to approve the siren easement with Wisconsin Public Service Corporation as submitted. Motion carried unanimously.

Vollenweider moved and Crabb seconded to approve the Photogrammetric Service Agreement with Ayres Associates in the amount of $3,175 which includes two-foot contouring. Upon a roll call vote, motion carried unanimously.

The Council received the Plan Commission minutes of March 29 and April 6, 2005.

Vollenweider moved and Zenner seconded to grant a conditional use permit to Noel and Christina Baudhuin, dba Baudhuin Development, LLC to operate a Child Care Facility within the R-1, Single Family Residential District on property located at 1304 First Street, Kewaunee, Wisconsin (old Bellin Health Clinic) subject to the conditions of a wood type fence complementing the neighbors be installed and that the drop off point for children be conducted on the north side of the building. Motion carried unanimously.

Vollenweider moved and Blaha seconded to approve the Final Plat for Don Kickbusch Subdivision. Motion carried unanimously.

The Council received the Library Board minutes of February 16, 2005.

The Council received the Youth Advisory Committee minutes of March 21, 2005.

Blaha moved and Zenner seconded to approve the Regular Council Meeting minutes of March 14, 2005 as submitted. Motion carried unanimously.

Blaha moved and Vollenweider seconded to introduce the first reading of ORDINANCE NO. 531-05, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Rezone of parcel from R-1 to B-1 for optometric office). Motion carried with Schneider voting nay.

Rabas moved and Schneider seconded to adopt RESOLUTION 948-05, RESOLUTION FOR OUTDOOR RECREATION AIDS THROUGH THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES, FEDERAL LAND & WATER CONSERVATION FUND AND RECREATIONAL TRAIL ACT GRANT PROGRAM. Motion carried unanimously.

Vollenweider moved and Crabb seconded to adopt RESOLUTION NO. 949-05, RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM. Motion carried unanimously.

Blaha moved and Zenner seconded to approve the City of Kewaunee/Manitowoc-Two Rivers YMCA Recreation Program Collaboration Agreement. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Blaha seconded to adjourn the meeting at 8:24 p.m. Motion carried unanimously.
