April 13, 2009 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Zenner, Jeske, D. Kickbusch, Sperber Absent: None Others: Administrator Kranz, Ambulance Director Grulkowski, City Attorney Wolske, Mark Kunkel, Marina Manager Luedtke, Police Chief Salentine, Willard Kickbusch, Pete Kolaszewski, Fred Klingbeil, Kurt Rentmeester Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council received the Finance Committee minutes of March 9, 2009. Zenner moved and Jeske seconded to approve the issuance of a Temporary Class "B" Retailer’s License to Kewaunee Fire Department Auxiliary, May 8, 2009, Fire Station, Spring Brat Fry. Motion carried unanimously. Zenner moved and LuMaye seconded to recommend to approve the Kewaunee Ambulance Auxiliary’s request to expend donated funds for the construction of the ambulance building addition. Upon a roll call vote, motion carried unanimously. Zenner moved and Sperber seconded to approve the March 2009 Accounts Payables in the amount of $291,734.72. Upon a roll call vote, motion carried unanimously. Zenner moved and Vollenweider seconded to approve the Regular Council Meeting minutes of March 9, 2009. Motion carried unanimously. Fred Klingbeil and Pete Kolaszewski of Ayres Associates reviewed with the Council the comprehensive engineering agreement for the sewer plant. D. Kickbusch moved and Kostka seconded to approve the Ayres Associates Engineering Agreement for Wastewater Treatment Plant Design, Construction, and Inspection Services for an estimated amount of $672,000. Upon a roll call vote, motion carried unanimously. Jeske moved and Sperber seconded to approve the Ayres Associates Agreement to Prepare a Clean Water Fund (CWF) Application and Submittal for $7,500. Upon a roll call vote, motion carried unanimously. The Council received the Manitowoc/Two Rivers YMCA 2008 Summer Recreation Report. LuMaye moved and Jeske seconded to approve the 2009 YMCA Summer Recreation Agreement in the amount of $18,500. Upon a roll call vote, motion carried unanimously. Mayor Blaha commented on a need for volunteers for distributing census information, residents to dispose of their garbage properly and kept sealed until disposal, and of residents to keep their dogs and cats from running at large. Mayor Blaha also informed the Council of the upcoming Waterfront Planning Initiative Committee meetings for May 5, June 2, and July 7. Mayor Blaha read a letter from Governor Doyle regarding a $6,258 grant the police department received for the purchase of digital recording equipment. Vollenweider moved and D. Kickbusch seconded to adjourn the meeting at 7:33 p.m. Motion carried unanimously.
