April 15, 2008 Organizational & Regular Meeting Minutes OFFICIAL MINUTES
Absent: None Others: City Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Ambulance Director Grulkowski, Tracy Salisbury, Claire Thompson, Willard Kickbusch, Barb Ludlow Mayor Blaha called the meeting to order at 6:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Administrator Kranz administered the oath of office to newly elected Mayor John Blaha, Aldermen Virginia Kostka, Brenda LuMaye, Tom Zenner, and Don Kickbusch. Zenner nominated Alderman Vollenweider for Council President. With no further nominations, Zenner moved and Kostka seconded to elect Alderman Vollenweider as Council President. Upon a roll call vote, motion carried unanimously. Mayor Blaha provided the Council with the "Rules of Order" for Common Council Meetings to which Kostka moved and Jeske seconded for approval. Motion carried unanimously. Mayor Blaha presented to the Council his mayoral appointments to positions, committees and boards to which Sperber moved and Zenner seconded for approval. Motion carried unanimously. Kickbusch moved and Vollenweider seconded to establish the second Monday of each month beginning at 7:00 p.m. as the regular Council meeting dates; the second Monday of each month beginning at 6:00 p.m. as the regular Finance Committee meeting dates; and the last Tuesday of each month beginning at 6:00 p.m. as the Public Works Committee meeting dates; with the Public Property and Personnel Committees meeting as needed. Motion carried unanimously. Kostka moved and LuMaye seconded to designate the Kewaunee County News as the City’s official newspaper for publication of required notices for 2008. Motion carried unanimously. Vollenweider moved and Sperber seconded to designate Union State Bank and the Local Government Investment Pool (LGIP) as the official depositories for 2008. Motion carried unanimously. Tracy Salisbury, Wisconsin DNR, appeared before the Council and presented to Mayor Blaha the City’s 2007 Tree City USA award and flag, being the 6th year of receiving this award. Claire Thompson, UW Extension, appeared before the Council and reviewed with the Council the results of a survey conducted with local business participation regarding tourism. The Council received the Finance Committee minutes of March 10, 2008. Zenner moved and Sperber seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously. Zenner moved and LuMaye seconded to approve the issuance of a Temporary Class "B" Retailer’s License to Kewaunee Hunting & Fishing Club, June 20, 2008, Fund Raiser. Motion carried unanimously. Zenner moved and Sperber seconded to approve an Ambulance Eddie Huchro expenditure for two cot replacements in the amount of $5,448, the difference of that budgeted. Upon a roll call vote, motion carried unanimously. Zenner moved and Jeske seconded to approve the March 2008 Accounts Payables in the amount of $316,902.35. Upon a roll call vote, motion carried unanimously. Jeske moved and Kostka seconded to approve the Regular Council Meeting minutes of March 10, 2008. Motion carried unanimously. Under public comment, former alderman Don Rabas stated to the Council that he questioned the procedures of a recent Personnel Committee meeting in the hiring of a recent employee and even contacted the League of Wisconsin Municipalities. He felt that things were not done the right way. LuMaye moved and Jeske seconded to approve the City of Kewaunee/Manitowoc-Two Rivers YMCA Recreation Program Collaboration Agreement for 2008 in the amount of $17,950. Motion carried unanimously. Mayor Blaha read a prepared statement in response to the submittal of a petition at the last Council Meeting regarding a most recent hire.
