April 19, 2005 Reorganizational Meeting

OFFICIAL MINUTES
OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REORGANIZATION MEETING
APRIL 19, 2005

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Brewster, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: None


Others: City Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Barb Ludlow

Mayor Jeanquart called the meeting to order at 6:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Administrator Kranz administered the oath of office to newly elected Alderman Jeff Vollenweider, Cathy Crabb, Kurt Muellner, and Thomas Schneider.

Vollenweider moved and Schneider moved to nominate and elect Alderman Blaha as Council President. Motion carried unanimously.

Mayor Jeanquart provided the Council with the "Rules of Order" for Common Council Meetings to which Blaha moved and Rabas seconded for approval. Motion carried unanimously.

Mayor Jeanquart presented to the Council his mayoral appointments to committees and boards to which Rabas moved and Muellner seconded for approval. Motion carried unanimously.

Zenner moved and Rabas seconded to establish the second Monday of each month beginning at 7:00 p.m. as the regular Council meeting dates; the second Monday of each month beginning at 6:00 p.m. as the regular Finance Committee meeting dates; and the last Wednesday of each month beginning at 6:00 p.m. as the Public Works Committee meeting dates; with the Public Property and Personnel Committees meeting as needed. Motion carried unanimously.

Blaha moved and Vollenweider seconded to designate the Kewaunee Enterprise as the City’s official newspaper for publication of required notices for 2005. Motion carried unanimously.

Blaha moved and Crabb seconded to designate Union State Bank and the Local Government Investment Pool (LGIP) as the official depositories for 2005. Motion carried unanimously.

The Council received notice of the League of Wisconsin Municipalities New Municipal Officials Workshop and Regional Dinner Meeting. Any interested council member wanting to attend is to notify Administrator Kranz.

Blaha moved and Rabas seconded to introduce the second reading and adoption of ORDINANCE NO. 531-05, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Rezone of parcel from R-1 to B-1 for optometric office). Motion carried with Schneider voting nay.

A brief discussion occurred on considering alternate options for digging cemetery graves.

Vollenweider moved and Rabas seconded to adjourn the meeting at 6:23 p.m. Motion carried unanimously.
