April 9, 2007 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
APRIL 9, 2007

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, LuMaye, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: None

Others: Administrator Kranz, Willard Kickbusch, Public Works Director Balleine, Ben Salentine, Chris Brown, Gene Baumeister,Tracy Salisbury, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Tracy Salisbury, DNR Urban Forestry, presented to Mayor Jeanquart the Tree City USA Five Year Award.

The Council received a letter from Pastor Paul Thierfelder, Immanuel Lutheran Church in reference to providing assistance to the community in using church facilities as a meeting place for youth in the community and the creation of a Youth Club.

The Council received the Finance Committee minutes of March 12, 2007.

Schneider moved and LuMaye seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously.

Schneider moved and Crabb seconded to approve the issuance of a Temporary Class "B" Retailer’s License to Kewaunee Hunting & Fishing Club, 75th Anniversary Celebration, June 22, 2007. Motion carried unanimously.

Schneider moved and Muellner seconded to approve the March 2007 Accounts Payables in the amount of $310,191.73. Upon a roll call vote, motion carried unanimously.

Several actions by the Council are necessary with the Public Works Committee meeting prior to the Council meeting.

Vollenweider moved and Blaha seconded to award the 2007 Stump Grinding to Best Stump Grinding at $.65 per inch. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Blaha seconded to award the 2007 Public Works Improvement Project bid to DeGroot for $96,223.14. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Muellner seconded to approve the 2007 Public Works summer hires of Ryan Vandermoss, Ashley Ledvina, Lee Waechter, Justin Blaha and Brad Brezinski as an alternate. Motion carried with Blaha abstaining.

It was announced that this year’s Spring Cleanup will occur on April 30th and May 14th.

The Council received the Tourism & Promotion Committee minutes of March 21, 2007.

Blaha moved and Muellner seconded to approve the Regular Council Meeting minutes of March 12, 2007 as corrected. Motion carried unanimously.

Mayor Jeanquart expressed his appreciation to Alderman Kurt Muellner, Thomas P. Schneider and Catherine Crabb for their services to the City.

Mayor Jeanquart presented and read to the Council his letter of resignation as Mayor effective on or before April 17, 2007 dependent on the selection and qualification of his replacement.

The Council established Wednesday, April 11, 2007 at 5:30 p.m. for a Special Meeting to fill the pending Mayor vacancy.

Vollenweider moved and Muellner seconded to adjourn the meeting at 7:19 p.m. Motion carried unanimously.
