August 8, 2005 Meeting Minutes OFFICIAL MINUTES Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Crabb, Zenner, Muellner, Rabas, Schneider Absent: Brewster (excused) Others: Administrator Kranz, Public Works Director Balleine, Ron Bruechert, Ambulance Director, Dennis Grulkowski, Barb Ludlow Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council received a thank you letter from Melody Lacey, Trout Festival Chairwoman. The Council received the Finance Committee minutes of July 11, 2005. Vollenweider moved and Muellner seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously. Vollenweider moved and Crabb seconded to approve the issuance of a "Class B" Fermented Malt Beverage & Intoxicating Liquor License to CJ’s Silverling LLC, Michelle Jeske, Agent. Motion carried unanimously. Vollenweider moved and Muellner seconded to approve the issuance of a Soda/Water License to Jumbo’s Family Restaurant. Motion carried unanimously. Vollenweider moved and Crabb seconded to approve the July 2005 Accounts Payables in the amount of $412,168.52. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of July 27, 2005. Schneider moved and Rabas seconded to approve an agreement with Ayres Associates to prepare a Sewage Facilities Plan at a cost not to exceed $20,000. Upon a roll call vote, motion carried unanimously. Schneider moved and Muellner seconded to approve entering into a $7,500 RUS Pre-development Grant (preparation of sewer facilities plan). Motion carried unanimously. The Council received the Public Property Committee minutes of July 19, 2005. Crabb moved and Vollenweider seconded to enter into an agreement with Ayres Associates to prepare a Phase I Environmental Site Assessment for the Klochner property. Upon a roll call vote, motion carried unanimously. Blaha moved and Schneider seconded to approve the adoption of the Kewaunee Area Ambulance Service revised Employee Policy Manual, By-Laws, and Standard Operating Procedures. Motion carried unanimously. The Council received the Library Board minutes of May 18 and July 20, 2005. Blaha moved and Rabas seconded to approve the Regular Council Meeting minutes of July 11, 2005 as submitted. Motion carried unanimously. Blaha moved and Rabas seconded to introduce the second reading and adoption of ORDINANCE NO. 533-05, AN ORDINANCE REGULATING THEFT IN THE CITY OF KEWAUNEE. Motion carried unanimously. Zenner moved and Crabb seconded to introduce the second reading and adoption of ORDINANCE NO. 534-05, AN ORDINANCE REGULATING ISSUANCE OF WORTHLESS CHECKS IN THE CITY OF KEWAUNEE. Motion carried unanimously. Vollenweider moved and Muellner seconded to introduce the second reading and adoption of ORDINANCE NO. 535-05, AN ORDINANCE REGULATING FRAUD ON HOTEL OR RESTAURANT KEEPER, RECREATIONAL ATTRACTION, TAXICAB OPERATOR, OR GAS STATION IN THE CITY OF KEWAUNEE. Motion carried unanimously. Muellner moved and Zenner seconded to introduce the second reading and adoption of ORDINANCE NO. 536-05, AN ORDINANCE REGULATING DEPOSIT OF REFUSE IN THE CITY OF KEWAUNEE. Motion carried unanimously. Schneider moved and Crabb seconded to introduce the first reading of ORDINANCE NO. 537-05, AN ORDINANCE AMENDING CHAPTER 86 OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "VEGETATION". Motion carried unanimously. Vollenweider moved and Rabas seconded to introduce the first reading of ORDINANCE NO. 538-05, AN ORDINANCE AMENDING CHAPTER 62 OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "STREETS, SIDEWALKS AND OTHER PUBLIC PLACES".
