December 11, 2006 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
DECEMBER 11, 2006

Present: Mayor Jeanquart, Alderman Vollenweider, LuMaye, Crabb, Rabas, Schneider, Blaha, Zenner

Absent: Muellner (excused)

Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Police Chief Salentine, Stephane Tonello, Ken Secor, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received a letter of resignation from Police Officer Matt Joski effective December 31, 2006 considering his recent election as Kewaunee County Sheriff.

The Council received the Finance Committee minutes of November 13, 2006.

Schneider moved and Zenner seconded to approve the expenditure of $460 from the donated funds of Walter Berkovitz for the purchase of battery powered turbo flares. Motion carried unanimously.

Schneider moved and Crabb seconded to approve the November 2006 Accounts Payables in the amount of $84,683.21. Upon a roll call vote, motion carried unanimously.

The Council received the Personnel Committee minutes of December 5, 2006.

Blaha moved and Rabas seconded to approve the 2007 Non-Union Salary/Wage Schedule as submitted. Motion carried unanimously.

Blaha moved and Vollenweider seconded to approve the Regular Council Meeting minutes of November 13, 2006 as submitted. Motion carried unanimously

Blaha moved and Rabas seconded to approve the Special Council Meeting minutes of November 15, 2006 as submitted. Motion carried unanimously.

Blaha moved and Rabas seconded to approve the Special Council Meeting minutes of December 5, 2006 as submitted. Motion carried unanimously.

Blaha moved and Crabb seconded to introduce the second reading and adoption of ORDINANCE NO. 544-06, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Rezoning Secor property from R-1 to R-2). Following extensive discussion and upon a roll call vote, motion carried with Blaha, Vollenweider, LuMaye, Crabb, Zenner voting yea with Rabas and Schneider voting nay.

Vollenweider moved and Rabas seconded to adopt RESOLUTION NO. 963-06, RESOLUTION ADOPTING THE KEWAUNEE COUNTY ALL HAZARDS MITIGATION PLAN. Motion carried unanimously.

Vollenweider moved and LuMaye seconded to adopt RESOLUTION NO. 964-06, RESOLUTION CREATING CITY OF KEWAUNEE TOURISM PROMOTION COMMITTEE. Motion carried unanimously.

Schneider moved and Blaha seconded to reconsider Resolution No. 964-06 for the purpose of amending the resolution to add a citizen member making the membership a total of seven. Motion carried unanimously.

Schneider moved and Rabas seconded to adopt RESOLUTION NO. 964-06, RESOLUTION CREATING CITY OF KEWAUNEE TOURISM PROMOTION COMMITTEE as amended. Motion carried unanimously.

Under public comment, Ken Secor approached the Council and thanked them for their input regarding the rezoning issue.

Rabas moved and LuMaye seconded to authorize the Police and Fire Commission to fill the police officer vacancy created by the resignation of Matt Joski. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, Vollenweider moved and Crabb seconded to approve the appointment of Dave DeCramer to fill the vacancy on the Police and Fire Commission. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, LuMaye moved and Zenner seconded to approve the following members to the Tourism and Promotion Committee: Annette Brown and Chad Lamer (room tax members for one and two year terms respectively); Stephane Tonello and Mike Callsen (tourism related business members for one and two year terms respectively); Jim Smidel (Chamber of Commerce member for one year term); and Jeff Vollenweider (Council representative for one year term). Motion carried unanimously.

It was noted that once Mayor Jeanquart finds a citizen member for the Tourism and Promotion Committee, the recommendation will be brought forward to the Council for approval.

Mayor Jeanquart commented on a proposal received from James Mueller, consultant, to perform work for the city on a percentage basis.

Vollenweider moved and Rabas seconded to adjourn the meeting at 7:35 p.m. Motion carried unanimously.
