December 13, 2004 Meeting Minutes
OFFICIAL MINUTES Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Abrahamson, Crabb, Schroeder, Rabas, Schneider Absent: Griffith (excused) Others: Administrator Kranz, Public Works Director Balleine, Chris Pichotta, Mark Wesolowski, Melody Lacey, Barb Ludlow Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Melody Lacey and Mark Wesolowski, representing the Kewaunee Chamber of Commerce, appeared before the Council and provided a brief presentation regarding the construction of a stage in Harbor Park to be used for Trout Fest and other community events. A commitment of City funds estimated to be $10,500 was being requested. This item was referred to the Public Property Committee for further review and recommendation. The Council received a copy of the Public Service Commission final decision to increase the water rates for the Kewaunee Water Utility. The rate increase took effect September 15th and will be noticed by customers on their 4th quarter billing at the end of December 2004. The rate increase was necessary due to the increased capital improvements and debt service incurred as a result of the 2002 projects and also because of the increase in operating and maintenance costs. The Council received the Finance Committee minutes of November 15, 2004. Abrahamson moved and Crabb seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously. Abrahamson moved and Schroeder seconded to approve the issuance of a "Class B" Beer and Liquor License to Mark T. Kunkel, Kunkel’s Korner Restaurant. Motion carried unanimously. Abrahamson moved and Rabas seconded to approve the November 2004 Accounts Payable in the amount of $108,030.51. Upon a roll call vote, motion carried unanimously.
The Council received the Public Works Committee minutes of December 8, 2004. Schneider moved and Rabas seconded to approve the ordering of a new plow truck from Packer City International in the amount of $84,000 with purchase to be made in January 2005. Upon a roll call vote, motion carried unanimously. Personnel Committee Chair Blaha reviewed with the Council the changes to the new union contracts that were negotiated. Following review, Blaha moved and Schneider seconded to ratify approval of the Kewaunee City Employees, Local 1470B, AFSCME, AFL-CIO Union Contract effective January 1, 2005 through December 31, 2007. Motion carried unanimously. Blaha moved and Rabas seconded to ratify approval of the Kewaunee City Police Officers, Local 1778, AFSCME, AFL-CIO Union Contract effective January 1, 2005 through December 31, 2007. Motion carried unanimously. The Council received the Plan Commission minutes of November 16, 2004. As to the Plan Commission’s recommendation for the development of a directional sign design plan and locations for these signs, Mayor Jeanquart referred this item to the Public Property Committee for action. Blaha moved and Schneider seconded to approve the Regular Council Meeting minutes of November 15, 2004 as submitted. Motion carried unanimously. Rabas moved and Abrahamson seconded to approve the Special Council Meeting minutes of December 1, 2004 as submitted. Motion carried unanimously. Blaha moved and Schroeder seconded to adopt RESOLUTION NO. 945-04, RESOLUTION AMENDING 2004 BUDGET. Upon a roll call vote, motion carried unanimously.
