February 11, 2008 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
FEBRUARY 11, 2008

Present: Mayor Blaha, Alderman Kostka, Vollenweider, Brown, Zenner, Jeske, Rabas, Sperber

Absent: LuMaye (excused)

Others: Administrator Kranz, City Attorney Wolske, Public Works Director Balleine, Ambulance Director Grulkowski, Police Chief Salentine, Fire Chief Hlinak, Matt Murphy, Jamie Jeske, Barb Ludlow

Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received a copy of a Virchow Krause & Company letter dated February 1, 2008 regarding the auditor’s communication with those charged with governance due to new compliance requirements under new auditing standards.

Police Chief Frank Salentine presented to the Council the 2007 Annual Police Report.

Fire Chief Greg Hlinak presented to the Council the 2007 Annual Fire Report.

Ambulance Director Grulkowski presented to the Council the 2007 Annual Ambulance Report.

The Council received the Building Inspector’s 2007 Annual Report.

The Council received the Finance Committee minutes of January 14, 2008.

Zenner moved and Sperber seconded to approve the January 2008 Accounts Payables in the amount of $717,133.46. Upon a roll call vote, motion carried unanimously.

Public Works Committee Chairman Vollenweider presented to the Council the Committee’s recommendations on the purchase of a new lawn mower.

Following discussion, Vollenweider moved and Kostka seconded to approve the purchase of a Ferris IS 2000Z mower from Erichsen Repair LTD in the amount of $7,950. Upon a roll call vote, motion carried unanimously.

The Council received the Personnel Committee minutes of February 6 & 7, 2008.

Vollenweider moved and Brown seconded to hire Dennis Grulkowski to fill the Water/Wastewater Plant Operator 1 position. Upon a roll call vote, motion carried with Kostka, Vollenweider, Brown and Zenner voting yea and Jeske, Rabas and Sperber voting nay.

Vollenweider moved and Kostka seconded to authorize the City Administrator to post the Street Department Lead Worker position and to make the appointment in accordance with the union contract language. Motion carried unanimously.

The Council received the Tourism Promotion Committee minutes of February 5, 2008.

The Council received the Beautification Committee minutes of February 7, 2008.

Zenner moved and Jeske seconded to approve Euclid’s proposal for the planting of flowers in the downtown planters at a cost of $2,024. Upon a roll call vote, motion carried unanimously.

Rabas moved and Sperber seconded to approve the Regular Council Meeting minutes of January 14, 2008. Motion carried unanimously.

Administrator Kranz provided an update to the Council on the obtaining of an access agreement with KHS, USA Inc. for the engineers to complete the required soil sampling and monitoring wells in accordance with the phase II Site Assessment Grant.

Mayor Blaha commented on the June 2008 Board of Review meeting approaching and the need for property owners to obtain proper documentation if they wish to appeal their assessment.

Vollenweider moved and Zenner seconded to adjourn the meeting at 7:45 p.m. Motion carried unanimously.
