February 12,2007 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
FEBRUARY 12, 2007

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, LuMaye, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: None

Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Police Chief Salentine, Fire Chief Hlinak, Willard Kickbusch, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Police Chief Frank Salentine presented to the Council the 2006 Annual Police Report.

Fire Chief Greg Hlinak presented to the Council the 2006 Annual Fire Report.

The Council received the 2006 Annual Ambulance Report.

The Council received the Finance Committee minutes of January 8, 2007.

Schneider moved and LuMaye seconded to approve the issuance of a "Class A" Combination Beer and Liquor License (Melody Lacey, Agent), and a Soda and Water License to BMC Eire, LLC, dba The Fishmonger. Motion carried unanimously.

Schneider moved and Crabb seconded to approve the write-off of the Economic Development Loan to Kewaunee Machine Co. in the amount of $43,604.50. Motion carried unanimously.

Schneider moved and LuMaye seconded to approve the January 2007 Accounts Payables in the amount of $887,303.10. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of January 30, 2007.

Vollenweider moved and Rabas seconded to approve the engineering agreement with Ayres Associates for the Juneau Street Infrastructure Improvement Project. Motion carried unanimously.

The Council received the Plan Commission minutes of January 25, 2007.

The Council received the Beautification Committee minutes of January 30, 2007.

Zenner moved and Muellner seconded to approve the proposal from Euclid’s Flowers in the amount of $1,945 for the three seasonal plantings in the twenty-one downtown planters. Upon a roll call vote, motion carried unanimously.

Blaha moved and Rabas seconded to approve the Regular Council Meeting minutes of January 8, 2007 as submitted. Motion carried unanimously

Blaha moved and Zenner seconded to introduce the second reading and adoption of ORDINANCE NO. 545-07, AN ORDINANCE AMENDING CHAPTER EIGHTY-TWO OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "UTILITIES" (change sewer billing to bi-monthly). Motion carried unanimously.

With the Plan Commission adopting and submitting to the Council RESOLUTION NO. PC965-07, CITY OF KEWAUNEE PLAN COMMISSION RECOMMENDED ADOPTION OF THE CITY OF KEWAUNEE 20-YEAR COMPREHENSIVE PLAN, Vollenweider moved and Blaha seconded to introduce the first reading of ORDINANCE NO. 546-07, AN ORDINANCE ADOPTING A COMPREHENSIVE PLAN PURSUANT TO WISCONSIN STATUTES SECTION 66.1001 (SMART GROWTH). Motion carried unanimously.

Rabas moved and LuMaye seconded to introduce the first reading of ORDINANCE NO. 547-07, AN ORDINANCE REGULATING LIBRARY PERSONAL PROPERTY IN THE CITY OF KEWAUNEE. Motion carried unanimously.

Rabas moved and Muellner seconded to introduce the first reading of ORDINANCE NO. 548-07, AN ORDINANCE REGULATING PURCHASE AND POSSESSION OF TOBACCO PRODUCTS BY A PERSON UNDER 18 YEARS OF AGE IN THE CITY OF KEWAUNEE. Motion carried unanimously.

Blaha moved and Zenner seconded to introduce the first reading of ORDINANCE NO. 549-07, AN ORDINANCE REGULATING TRESPASS TO PROPERTY IN THE CITY OF KEWAUNEE. Motion carried unanimously.

Blaha moved and Rabas seconded to enter into closed session at 7:35 p.m. pursuant to WI Statute 19.85(1)(e),deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion carried unanimously.

Blaha moved and Muellner seconded to return to open session at 8:44 p.m. pursuant to WI Statute 19.85 (2). Motion carried unanimously.

Vollenweider moved and Muellner seconded to adjourn the meeting at 8:45 p.m. Motion carried unanimously.
