February 4, 2009 Special Meeting Minutes OFFICIAL MINUTES
Absent: Brown Others: Administrator Kranz, Public Works Director Balleine, Sewer Plant Operator Randy Lee, Dennis Grulkowski, Mike Stangel, Mark Kunkel, Dave Pelishek, Fred Klingbeil, Pete Kolaszewski, Kurt Rentmeester Mayor Blaha called the meeting to order at 6:00 p.m. The purpose of the meeting was to conduct a public hearing to review and consider the adoption of a Facilities Plan for Wastewater Treatment Plant Modifications. The Facilities Plan proposes modifications to the existing treatment plant to meet new permit requirements and increase treatment capacity for future growth. Fred Klingbeil and Pete Kolaszewski of Ayres Associates provided a presentation explaining the proposed modification alternatives, costs, schedules and user impacts. In addition, background information was provided as to why the plan needs to be prepared and submitted to the Wisconsin DNR. Three alternatives for modifications of the sewer plant were presented along with three alternatives to deal with the fish cleaning stations in removing fish entrails from the waste stream. In reviewing each of the alternatives, it was the recommendation of the engineers to proceed with the renovation of the existing sewer plant either in one or two phases and construction of a refrigeration system to remove fish entrails from the system. These alternatives are the most cost effective. As to how the improvements affect an average residential sewer customer, the following estimates were provided: Complete Phase I: 31.84% rate increase or just under $9.00 per month Complete Refrigeration System at Fish Cleaning Stations: 4% rate increase or $1.00 per month Complete Phase II: 14% rate increase or $4.00 per month Overall, with the completion of both Phase I and II along with a refrigeration system to remove fish entrails from the waste stream, an average residential customer is looking at an estimated $14.00 per month sewer rate increase. These estimated rates can fluctuate based on actual bid costs received and other sources of funding, i.e., grants or appropriations from the Federal or State level. The engineers answered questions from the public and Council members. With no further comments or questions, Sperber moved and D. Kickbusch seconded to close the public hearing at 7:37 p.m. Kostka moved and Zenner seconded to approve the final Sewer Facilities Plan selecting the alternative of upgrading the existing wastewater treatment plan in addition to installing a refrigeration system at the fish cleaning stations in order to remove fish waste from the waste stream at an estimated cost of $4,580,000 with a time extension request to the DNR for implementation. Upon a roll call vote, motion carried unanimously. Jeske moved and Zenner seconded to approve the contract with Ayres Associates for CDBG Waterfront Planning. Upon a roll call vote, motion carried unanimously. Vollenweider moved and Sperber seconded to adjourn the meeting at 7:45 p.m. Motion carried unanimously.
