February 9, 2009 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Brown, Zenner, Jeske, D. Kickbusch Absent: Sperber (excused) Others: Administrator Kranz, Ambulance Director Grulkowski, Police Chief Salentine, City Attorney Wolske, Willard Kickbusch, Fire Chief Hlinak, Mark Kunkel, Kurt Rentmeester Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council acknowledge receipt of a letter from Virchow Krause & Company dated 01/23/09, "The Auditor’s Communication with Those Charged with Governance" new compliance requirement under SAS No. 114 for information purposes only. Police Chief Frank Salentine presented to the Council the 2008 Annual Police Report. The Council received the 2008 Annual Fire Report prepared by Chief Greg Hlinak. Ambulance Director Grulkowski presented to the Council the 2008 Annual Ambulance Report. The Council received the Building Inspector’s 2008 Annual Report. The Council received the Finance Committee minutes of January 12, 2009. Zenner moved and Brown seconded to approve the issuance of a Temporary Class "B" Retailer’s License to Kewaunee Lions Club, March 28, 2009, Hamacheck Hall, Roar on the Shore Brew & Wine Fest. Motion carried unanimously. Zenner moved and LuMaye seconded to approve an Ambulance Eddie Huchro and Maurice VanEngel donation expenditure totaling $3,242.64 for Architect and Plan Fees. Upon a roll call vote, motion carried unanimously. Zenner moved and LuMaye seconded to approve the January 2009 Accounts Payables in the amount of $846,348.83. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of February 4, 2009. The Council received the Tourism Promotion Committee minutes of January 29, 2009. Vollenweider moved and Kostka seconded to approve a $1,500 commitment to Visit Kewaunee County Partnership (VKCP) for county-wide education and promotion with funds to be paid from Tourism Committee room tax revenue. Upon a roll call vote, motion carried unanimously. The Council received the Beautification Committee minutes of January 29, 2009. Zenner moved and Jeske seconded to accept the proposal from Euclid’s Flowers and Greenhouses in the amount of $2,270.00 for the seasonal planting and maintenance of the twenty-one Downtown Decorative Planters. Upon a roll call vote, motion carried unanimously. Kostka moved and Vollenweider seconded to approve the Regular Council Meeting minutes of January 12, 2009. Motion carried unanimously. Kostka moved and Vollenweider seconded to approve the Special Council Meeting minutes of February 4, 2009. Motion carried unanimously. Kostka moved and D. Kickbusch seconded to introduce the second reading and adoption of ORDINANCE NO. 558-09, AN ORDINANCE ENACTING AN EXTERIOR PROPERTY MAINTENANCE CODE IN THE CITY OF KEWAUNEE. Motion carried unanimously. The Council received a written request from the Kewaunee Chamber of Commerce requesting for a $2,000 increase in the City’s annual support. Following discussion, Mayor Blaha referred this item to the Finance Committee for review and recommendation. Kostka moved and Jeske seconded to approve the Ayres Associates Engineering Agreement for Wastewater Treatment Plant Preliminary Design Services at a cost not to exceed $50,000. Upon a roll call vote, motion carried unanimously. This agreement is intended to allow Ayres Associates to begin design services for the wastewater treatment plant and will be replaced with a more detailed contract defining the full scope and fees for the entire project to be presented hopefully at the March 2009 Council meeting. Mayor Blaha made a request of property owners to assist the City with snow removal around fire hydrants. Mayor Blaha informed the Council and public of the upcoming Discover Wisconsin: Kewaunee - Spirit of the Lakeshore episode video public viewing scheduled for March 19, 2009 at CJ’s. Vollenweider moved and D. Kickbusch seconded to adjourn the meeting at 7:46 p.m. Motion carried unanimously.
