January 12, 2009 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
JANUARY 12, 2009

 

Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Brown, Zenner, Jeske, D. Kickbusch, Sperber

Absent: None

Others: Administrator Kranz, Ambulance Director Grulkowski, Police Chief Salentine, City Attorney Wolske, Kurt Muellner, Dick Bell, Joy Merbach, Tom Smith

Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Joy Merbach and Tom Smith, Wisconsin Department of Corrections appeared before the Council and gave a presentation on the department’s rules and procedures in monitoring sexual predators released from prison and being on probation. The success of the department’s monitoring program comes from the cooperation of local law enforcement officials. Statistical information was provided by Mr. Smith.

The Council received the Finance Committee minutes of December 15, 2008.

Zenner moved and Sperber seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Zenner moved and Jeske seconded to approve the December 2008 Accounts Payables in the amount of $161,628.84. Upon a roll call vote, motion carried unanimously.

The Council received the Personnel Committee minutes of January 7, 2009.

Jeske moved and Brown second to approve the 2009 Non-union Salary/Wage Schedule. Upon a roll call vote, motion carried unanimously.

Jeske moved and D. Kickbusch seconded to approve a Limited Duty Letter of Understanding with the Police Union. Motion carried unanimously.

Kostka moved and Zenner seconded to approve the Regular Council Meeting minutes of December 15, 2008. Motion carried unanimously.

Jeske moved and Vollenweider seconded to introduce the second reading and adoption of ORDINANCE NO. 557-08, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Off-premise signs prohibited). Motion carried unanimously.

D. Kickbusch moved and Kostka seconded to introduce the first reading of ORDINANCE NO. 558-09, AN ORDINANCE ENACTING AN EXTERIOR PROPERTY MAINTENANCE CODE IN THE CITY OF KEWAUNEE. Motion carried unanimously.

Upon the recommendation of Mayor Blaha, Zenner moved and Kostka seconded to approve the appointments submitted for the creation of a Waterfront Plan Ad Hoc Committee. Motion carried unanimously.

Mayor Blaha asked for residents to assist the City by adopting and cleaning snow away from fire hydrants located in their neighborhood.

Mayor Blaha expressed his thanks to residents in keeping their sidewalks clear of snow and ice considering the amount of snow fallen.

Vollenweider moved and Jeske seconded to adjourn the meeting at 8:16 p.m. Motion carried unanimously.
