July 11, 2005 Meeting Minutes OFFICIAL MINUTES Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Brewster, Crabb, Zenner, Muellner, Rabas, Schneider Absent: None Others: Public Works Director Balleine, Police Chief Salentine, Carla Gogin, Barb Ludlow Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Carla Gogin, Virchow Krause, presented and reviewed with the Council the 2004 Annual Financial Statement. The Council received the Finance Committee minutes of June 13, 2005. Vollenweider moved and Muellner seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously. Utilizing donated funds and budgeted capital outlay for the Ambulance, Vollenweider moved and Crabb seconded to approve the purchase of two defibrillators for the Kewaunee Ambulance Service from Zoll Medical Corp. in the amount of $26,204.75. Upon a roll call vote, motion carried unanimously. Vollenweider moved and Brewster seconded to approve the June 2005 Accounts Payable in the amount of $408,260.89. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of June 29, 2005. Schneider moved and Muellner seconded to approve the purchase of Lot 1, Block 179, Original Town Plat from Kevin and Kathy Kuehl in the amount of $2,800. Upon a roll call vote, motion carried unanimously. The Council received the Public Property Committee minutes of July 7, 2005. Crabb moved and Vollenweider seconded to award the Launch Ramp Improvements Bid to Pelishek Construction in the amount of $48,188.06. Upon a roll call vote, motion carried unanimously. Crabb moved and Muellner seconded to approve the License Agreement between the National Ocean Service, National Oceanic and Atmospheric Administration and the City of Kewaunee for the purpose of installing and maintaining a meteorological measurement station in Father Marquette Park. Motion carried unanimously. Muellner moved and Crabb seconded to approve the Regular Council Meeting minutes of June 13, 2005 as submitted. Motion carried unanimously. Blaha moved and Vollenweider seconded to introduce the second reading and adoption of ORDINANCE NO. 532-05, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING". (Rezoning of acreage from A-1 to R-1). Motion carried unanimously. Vollenweider moved and Muellner seconded to introduce the first reading of ORDINANCE NO. 533-05, AN ORDINANCE REGULATING THEFT IN THE CITY OF KEWAUNEE. Motion carried unanimously. Crabb moved and Muellner seconded to introduce the first reading of ORDINANCE NO. 534-05, AN ORDINANCE REGULATING ISSUANCE OF WORTHLESS CHECKS IN THE CITY OF KEWAUNEE. Motion carried unanimously. Schneider moved and Crabb seconded to introduce the first reading of ORDINANCE NO. 535-05, AN ORDINANCE REGULATING FRAUD ON HOTEL OR RESTAURANT KEEPER, RECREATIONAL ATTRACTION, TAXICAB OPERATOR, OR GAS STATION IN THE CITY OF KEWAUNEE. Motion carried unanimously. Muellner moved and Crabb seconded to introduce the first reading of ORDINANCE NO. 536-05, AN ORDINANCE REGULATING DEPOSIT OF REFUSE IN THE CITY OF KEWAUNEE. Motion carried unanimously. With the Building Inspector to be putting in an additional 4 hours per week and recognizing the hours already incurred to date, Rabas moved and Schneider seconded to approve a wage adjustment of an additional $1,500 for the year.
