June 11, 2007 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Vollenweider, LuMaye, Brown, Zenner, Jeske, Rabas, Sperber Absent: None Others: Administrator Kranz, Police Chief Salentine, Harry Luedtke, Darin Jeanquart, Janel Gruetzmacher, City Attorney Wolske, Public Works Director Balleine, Kurt Muellner, Barb Ludlow Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Kurt Muellner, on behalf of artist/painter William Trotter, appeared before the Council and presented to the Mayor an oil painting of the Kewaunee Lighthouse as a donation to the City. Mayor Blaha thanked Mr. Muellner for the donation and that the painting would be prominently displayed at City Hall. Mayor Blaha presented to former mayor Darin Jeanquart a Public Service Appreciation Award plaque recognizing his twelve years of service to the City of Kewaunee as mayor and alderman. The Council received the Finance Committee minutes of May 14, 2007. Zenner moved and LuMaye seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously. Zenner moved and Sperber seconded to approve the Temporary Class "B" Retailer’s Licenses as submitted . Motion carried unanimously. Zenner moved and LuMaye seconded to approve the annual license renewals as submitted for "Class B", "Class A", Class "A", Class "B", Soda/Water, Cigarettes, and Miscellaneous. Motion carried unanimously. Zenner moved and Brown seconded to approve a $8,625 expenditure from the Fire Department Draeb Estate funds for the department’s share for a bronze statue made by William Fowler. Upon a roll call vote, motion carried unanimously. Zenner moved and LuMaye seconded to approve the May 2007 Accounts Payables in the amount of $274,818.56. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of May 29, 2007. Vollenweider moved and Kostka seconded to award the 2007 Sealcoating bid to Scott Construction. Motion carried unanimously. The Council received the Beautification Committee minutes of May 31, 2007. The Council received the Tourism Promotion Committee minutes of May 25, 2007. Vollenweider moved and Brown seconded to approve the advertising expenditure of $1,100 in the Discover Manitowoc County Tourism Guide. Motion carried unanimously. Vollenweider moved and Jeske seconded to approve the e-mail advertising expenditure with Boelter & Lincoln, Inc. in the amount of $250. Motion carried unanimously. Zenner moved and Jeske seconded to approve the Harbor Towns Association membership for the City and its membership fee of $500. Motion carried unanimously. The Council received the Historic Preservation Commission minutes of June 2, 2007. Alderperson LuMaye presented a Youth Advisory report to the Council as it relates to activities involving working with Immanuel Lutheran Church and the School District in establishing a youth center. Alderman Vollenweider presented an Emergency Management report to the Council as it relates to working with Kewaunee County Emergency Management in updating the City’s emergency management plan. Rabas moved and Zenner seconded to approve the Regular Council Meeting minutes of May 14, 2007 as submitted. Motion carried unanimously. Vollenweider moved and Rabas seconded to adopt RESOLUTION NO. 966-07, A RESOLUTION BY THE CITY OF KEWAUNEE COMMON COUNCIL ACKNOWLEDGING REVIEW OF THE 2006 COMPLIANCE MAINTENANCE REPORT (CMR) AND DIRECTING THE CITY PUBLIC WORKS DIRECTOR TO SUBMIT THE REPORT TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES AS REQUIRED. Motion carried unanimously. Upon the recommendation of Mayor Blaha, Rabas moved and Kostka seconded to approve the following committee appointments: Police and Fire Commission: Gene Wellenstein, Five Year Term expiring 4/2012
Motion carried unanimously. Mayor Blaha reported the Council of his experience in marching in the Memorial Day Parade, the upcoming Board of Review meeting on June 14th, encouragement of council members to read the League of Wisconsin Municipalities "The Municipality" magazine, and that the Emergency Management Director’s office will be shared with the Mayor’s office. Mayor Blaha also conveyed an appeal to the public to keep their pets on a leash or under control to avoid situations of their pets running at large and to not feed stray animals. LuMaye expressed appreciation and thanks to Kewaunee Just Cares for their purchase and donation of two concrete picnic tables at Haney Park.
