June 13, 2005 Meeting Minutes

OFFICIAL MINUTES
OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
JUNE 13, 2005

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Brewster, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: None

Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Don Kickbusch, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Don Kickbusch appeared before the Council and presented a petition signed by local contractors requesting that the City’s Building Inspector’s hours be increased during the summer months to avoid time delays in required inspection services. Administrator Kranz will discuss this issue with the Building Inspector to see what can be accomplished.

The Council received a letter of resignation from the Plan Commission from Jeff Allar effective immediately.

The Council received a letter of resignation from the Tug Ludington Committee from Jerry Zelten effective July 31, 2005.

The Council received the Finance Committee minutes of May 9, 2005.

Vollenweider moved and Brewster seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Vollenweider moved and Crabb seconded to approve the issuance of a Class "B" Retailer’s license to American Legion Post 29, July 15-17, 2005 Trout Fest and to Kewaunee Rotary Club, July 15-16, 2005 Trout Fest. Motion carried unanimously.

Vollenweider moved and Brewster seconded to approve annual license renewals as submitted for "Class B", "Class A", Class "B", Soda/Water, Cigarettes, and Miscellaneous. Motion carried unanimously.

Vollenweider moved and Muellner seconded to approve the May 2005 Accounts Payable in the amount of $331,230.92. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of May 9 and 25, 2005.

The Council received the Public Property Committee minutes of June 8, 2005.

Crabb moved and Vollenweider seconded to approve the Surplus Property Bids as submitted. Motion carried unanimously.

Crabb moved and Muellner seconded to approve the purchase of Lot 1, Block 179, Original Town Plat from Kevin and Kathy Kuehl in the amount of $2,800. Upon a roll call vote, motion failed unanimously.

The lot purchase issue was referred to the Public Works Committee to review the possibility of assessments for the curb and gutter improvements in the area.

The Council received the Plan Commission minutes of June 7, 2005.

The Council received the Tug Ludington Committee minutes of May 19, 2005.

Blaha moved and Rabas seconded to approve the Regular Council Meeting minutes of May 9, 2005 as submitted. Motion carried unanimously.

Vollenweider moved and Schneider seconded to introduce the first reading of ORDINANCE NO. 532-05, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING". (Rezoning of acreage from A-1 to R-1). Motion carried unanimously.

Alderman Kurt Muellner presented to the Council information on the 3rd Annual Kewaunee Downtown Art Street Summerfest. Accordingly, he requests authorization to close Harrison Street between Milwaukee and Main Street on August 6, 2005 between 7 a.m. and 5 p.m. Vollenweider moved and Zenner seconded to authorize the street closure as requested. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, Blaha moved and Schneider seconded to appoint Kevin Dax to the Plan Commission to fill the vacancy of Jeff Allar. Motion carried unanimously.

Blaha moved and Vollenweider seconded to adjourn the meeting at 7:54 p.m. Motion carried unanimously.
