OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
JUNE 8, 2009

Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Kunkel, Zenner, Jeske, D. Kickbusch, Sperber

Absent: None

Others: Administrator Kranz, Marina Manager Luedtke, Public Works Director Balleine, Dennis Grulkowski, Kim Schmeling, Cheri Laing, Don Rabas, Chad Lamer, Nick Ritz, Willard Kickbusch, Kurt Rentmeester

Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

Mayor Blaha read aloud Ambulance Director Dennis Grulkowski’s letter of resignation as director and member of the ambulance service effective June 10, 2009. Mayor Blaha thanked Dennis for his years of service.

The Council received the Finance Committee minutes of May 11, 2009.

Zenner moved and LuMaye seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously.

Zenner moved and Sperber seconded to approve a Temporary Class "B" Retailer’s License to Carlton Hunting & Fishing Club, July 18, 2009, Off Shore Challenge and July 25, 2009, Kewaunee Door Salmon Tournament. Motion carried unanimously.

Zenner moved and Sperber seconded to approve the annual license renewals as submitted for "Class B", "Class A", Class "A", Class "B", Soda/Water, Cigarettes, and Miscellaneous. Motion carried with Jeske abstaining.

Zenner moved and LuMaye seconded to recommend to approve the May 2009 Accounts Payables in the amount of $171,402.01. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of May 13 and 26, 2009.

Vollenweider moved and D. Kickbusch seconded to approve the 2009 Sealcoating proposal to Scott Construction in the amount of $26,626. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Kunkel seconded to approve the 2009 Street Paving proposal to Northeast Asphalt in the amount of $1.20 per square foot. Upon a roll call vote, motion carried unanimously.

The Council received the Public Property Committee minutes of May 13, 2009.

LuMaye moved and Kostka seconded to ratify the approval of the Kewaunee Marina Pavilion construction project. Motion carried unanimously.

The Council received the Beautification Committee minutes of May 28, 2009.

Zenner moved and D. Kickbusch seconded to approve the purchase of five (5) crab apple trees for planting around the new Selner Park Restroom/Pavilion. Motion carried unanimously.

The Council received the Police & Fire Commission minutes of May 6, 2009.

Jeske moved and Vollenweider seconded to approve the Regular Council Meeting minutes of May 11, 2009. Motion carried unanimously.

Kunkel moved and Kostka seconded to approve the Special Council Meeting minutes of May 19, 2009. Motion carried unanimously.

D. Kickbusch moved and Kunkel seconded to adopt RESOLUTION NO. 983-09, A RESOLUTION BY THE CITY OF KEWAUNEE COMMON COUNCIL ACKNOWLEDGING REVIEW OF THE 2008 COMPLIANCE MAINTENANCE REPORT (CMR) AND DIRECTING THE CITY PUBLIC WORKS DIRECTOR TO SUBMIT THE REPORT TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES AS REQUIRED. Motion carried unanimously.

Kostka moved and Vollenweider seconded to adopt RESOLUTION NO. 984-09, A RESOLUTION DESIGNATING AUTHORIZED REPRESENTATIVE TO FILE APPLICATIONS FOR FINANCIAL ASSISTANCE FROM STATE OF WISCONSIN ENVIRONMENTAL IMPROVEMENT FUND. Motion carried unanimously.

Jeske moved and Zenner seconded to adopt RESOLUTION NO. 985-09, A RESOLUTION DECLARING OFFICIAL INTENT TO REIMBURSE EXPENDITURES. Motion carried unanimously.

Under public comment, Harry Luedtke thanked the Council for their approval of the marina pavilion project.

Upon the recommendation of Mayor Blaha, D. Kickbusch moved and Jeske seconded to appoint Alderman Vollenweider, Tom Skubal, Ron Pelnar, Chad Lamer, Tom Schuller and Jamie Sperber to the Lighthouse Preservation Committee. Motion carried unanimously.

With the creation of this committee, the members will pursue the options on acquiring the Kewaunee Lighthouse for the purpose of historical preservation and educational opportunities.

Vollenweider moved and Kostka seconded to adjourn the meeting at 7:40 p.m. Motion carried unanimously.
