June 9, 2008 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Brown, Zenner, Jeske, D. Kickbusch, Sperber Absent: None Others: Administrator Kranz, Public Works Director Balleine, Ambulance Director Grulkowski, Harry Luedtke, Barb Ludlow Mayor Blaha called the meeting to order at 6:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Mayor Blaha read aloud a letter received from the Wisconsin Municipal Clerks Association dated April 25, 2008 in recognizing Municipal Clerks Week. Accordingly, Mayor Blaha acknowledged his and the Council’s appreciation for the work done by Administrator Kranz. The Council received the Finance Committee minutes of May 12, 2008. Zenner moved and Sperber seconded to approve the Operator’s License as submitted. Motion carried unanimously. Zenner moved and D. Kickbusch seconded to approve the issuance of a Temporary Class "B" Retailer’s License to: - Kewaunee Lions Club, June 27, 2008, Harbor Park Brat Fry - Kewaunee Hunting and Fishing Club, July 11-13, 2008, Trout Fest Motion carried unanimously. Zenner moved and LuMaye seconded to approve annual license renewals as submitted for "Class B", "Class A", Class "A", Class "B", Soda/Water, Cigarettes, and Miscellaneous. Motion carried unanimously. Zenner moved and Sperber seconded to approve the May 2008 Accounts Payables in the amount of $147,877.54. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of May 27, 2008. Vollenweider moved and Kostka seconded to award the 2008 Tree Planting Bid to Willems Landscaping Service, Inc. at $220 per tree (43 trees). Upon a roll call vote, motion carried unanimously. Vollenweider moved and Kostka seconded to award the 2008 Street Patching Bid to Barrette Asphalt, Inc. at $1.19 per square foot. Upon a roll call vote, motion carried unanimously. Vollenweider moved and D. Kickbusch seconded to award to 2008 Weed Cutting proposal to Outdoor Services, Inc as submitted. Upon a roll call vote, motion carried unanimously. The Council received the Public Property Committee minutes of June 3, 2008. LuMaye moved and Jeske seconded to approve proceeding with the partial vacation of a portion of the Duvall Street right-of-way with survey costs to be recouped from the property owners willing to participate. Motion carried unanimously. LuMaye moved and Kostka seconded to approve the sale of the old water tower property to CJ’s in the amount of $500. Motion carried with Jeske abstaining. LuMaye moved and Sperber seconded to approve expenditures to develop and identify the Kewaunee Anaphee Trailhead with signage and other markings with reimbursement of expenses to come from a Kewaunee County grant. Motion carried unanimously. The Council received the Beautification Committee minutes of May 29, 2008. D. Kickbusch moved and LuMaye seconded to approve the Regular Council Meeting minutes of May 12, 2008. Motion carried unanimously. Kostka moved and D. Kickbusch seconded to introduce the first reading of ORDINANCE NO. 556-08, AN ORDINANCE AMENDING CHAPTER 78 OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED TRAFFIC AND VEHICLES (Authorizes use of Neighborhood Electric Vehicles). Motion carried unanimously. Zenner moved and Vollenweider seconded to adopt RESOLUTION NO. 973-08, A RESOLUTION BY THE CITY OF KEWAUNEE COMMON COUNCIL ACKNOWLEDGING REVIEW OF THE 2007 COMPLIANCE MAINTENANCE REPORT (CMR) AND DIRECTING THE CITY PUBLIC WORKS DIRECTOR TO SUBMIT THE REPORT TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES AS REQUIRED. Motion carried unanimously. LuMaye moved and Vollenweider seconded to adopt RESOLUTION NO. 974-08, A RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A WATERFRONT REVITALIZATION PLANNING GRANT. Motion carried unanimously. D. Kickbusch moved and Sperber seconded to adopt RESOLUTION NO. 975-08, A RESOLUTION TERMINATING TIF DISTRICT NO. 1 AND AUTHORIZING THE CITY ADMINISTRATOR TO DISTRIBUTE EXCESS INCREMENT TO OVERLYING TAXING DISTRICTS. Motion carried unanimously. Mayor Blaha provided a report to the Council of various activities he was involved with over the past month.
