OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
JUNE 14, 2004

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Abrahamson, Crabb, Griffith, Schneider

Absent: Schroeder, Rabas (excused)

Others: Administrator Kranz, Public Works Director Balleine, Chris Pichotta, City Attorney Wolske, Ron Bruechert, Dennis and Rose Grulkowski, Roger Zimmerman, Ann Kraynik, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

With two applications received, Blaha nominated Cathy Crabb to fill the District 2 Alderman vacancy due to the resignation of Phil Sanders. With no other nominations, a unanimous vote was cast approving the appointment of Cathy Crabb to the District 2 Aldermanic seat.

Administrator Kranz administered the oath of office to Cathy Crabb.

Roger Zimmerman, Kewaunee Just Cares, appeared before the Council and reported on the lights installed at Haney Park as well as his concern on the quality. He also indicated that the Council needs to further consider budgeting for additional improvements needed at the park. Mr. Zimmerman reported that the Kewaunee Just Cares is considering expending funds to replace the bleacher seats with 2" x 10" ash boards and asks that the City reconsider using wood instead of aluminum.

The Council received the Finance Committee minutes of May 10, 2004.

Abrahamson moved and Blaha seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Abrahamson moved and Griffith seconded to approve the issuance of a Temporary Class “B” Retailer’s License to American Legion Post 29, July 16-18, 2004, Trout Fest. Motion carried unanimously.

Abrahamson moved and Blaha seconded to approve the annual license renewals as submitted for “Class B”, “Class A”, Class “B”, Soda/Water, Cigarettes, and Miscellaneous. Motion carried unanimously.

Abrahamson moved and Griffith seconded to the approve Ambulance Eddie Huchro expenditures in the amount of $4,152 for building furnishings. Upon a roll call vote, motion carried unanimously.

Abrahamson moved and Blaha seconded to approve the May 2004 Accounts Payable in the amount of $182,010.10. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of May 26, 2004.

The Council received the Public Property Committee minutes of June 8, 2004.

Vollenweider moved and Blaha seconded to approve the Hauling of Dredged Material bid to DeGroot, Inc. in the amount of $123,962.50. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Abrahamson seconded to approve a new Cemetery Contract with M&E Landscaping for the years 2005-2007 at a cost of $19,308.83 for 2005; $19,888.09 for 2006; and $20,484.73 for 2007. Upon a roll call vote, motion carried with Schneider abstaining.

Vollenweider moved and Griffith seconded to approve acceptance of the new Ambulance building conveyance subject to all final lien waivers being submitted and filed with the City. Motion carried unanimously.

Vollenweider moved and Griffith seconded to approve the expenditure of Eddie Huchro funds in the amount of $1,850 for flag poles and landscaping. Upon a roll call vote, motion carried with Schneider abstaining.

Vollenweider moved and Abrahamson seconded to approve the purchase of 10 used pedestals from Skipper Bud’s at a cost of $2,000 with the funds to come out of the Marina Fund account. Upon a roll call vote, motion carried unanimously.

Discussion occurred on the use of wood versus aluminum bleacher seats at Haney Park. Following discussion, Abrahamson moved and Griffith seconded to authorize Kewaunee Just Cares to replace the bleacher seats with ash boards in the Fall of 2004. Motion carried unanimously.

The Council received the Beautification Committee minutes of June 1, 2004.

The Council received the Library Board minutes of February 17, March 17, and April 21, 2004.

Blaha moved and Vollenweider seconded to approve the Regular Council Meeting minutes of May 10, 2004 as submitted. Motion carried unanimously.

Griffith moved and Vollenweider seconded to table discussion of the conveyance of a lot by Door County Publishing to the City until the next Council meeting. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, Blaha moved and Abrahamson seconded to appoint Derek Daron and Katlyn Jaeger to the Youth Advisory Committee. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, Abrahamson moved and Blaha seconded to appoint Cathy Crabb to the Finance and Public Property Committees. Motion carried unanimously.

Upon the recommendation of Mayor Jeanquart, Blaha moved and Griffith seconded to appoint Jeff Vollenweider as the Plan Commission Chair and Council Representative. Motion carried unanimously.

Vollenweider moved and Griffith seconded to adjourn the meeting at 7:53 p.m. Motion carried unanimously.
