March 13. 2006 Meeting Minutes OFFICIAL MINUTES Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Brewster, Crabb, Zenner, Muellner, Rabas, Schneider Absent: None Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Pam Barker, Librarian Sue Grosshuesch, Dale Jandrin, Chad Pelishek, Barb Ludlow Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Librarian Sue Grosshuesch presented to the Council the 2005 Library Annual Report. The Council received the Finance Committee minutes of February 13, 2006. Vollenweider moved and Brewster seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously. Vollenweider moved and Crabb seconded to approve the expenditure of $4,170 from the Fire Department’s Maurice VanEngel estate funds for the purchase of cold water/ice rescue equipment. Upon a roll call vote, motion carried unanimously. Vollenweider moved and Muellner seconded to approve the February 2006 Accounts Payables in the amount of $1,197.094.71. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of Feburary 13 and Feburary 28, 2006. Schneider moved and Blaha seconded to approve the advertising for sale of a 1988 Chevrolet Pickup as surplus property. Motion carried unanimously. Following discussion on reed bed maintenance and estimated costs, it was decided to hold off on any expenditures at this time and to monitor the reed beds closely. The Council received the Plan Commission minutes of March 7, 2006. Rabas moved and Vollenweider seconded to approve the Regular Council Meeting minutes of February 13, 2006 as submitted. Motion carried unanimously. Prior to entering into closed session, Blaha moved and Muellner seconded to take a short recess at 7:12 p.m. Motion carried unanimously. Mayor Jeanquart reconvened the meeting at 7:20 p.m. Blaha moved and Muellner seconded to enter into Closed Session at 7:21 p.m. pursuant to WI Statute 19.85(1)(e),deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion carried unanimously. Blaha moved and Vollenweider seconded to return to Open Session at 8:00 p.m. pursuant to WI Statute 19.85(2). Motion carried unanimously. Schneider moved and Muellner seconded to retain Pam Barker, Godfrey & Kahn, S.C., as special counsel for environmental and development matters. Motion carried unanimously. Schneider moved and Blaha seconded to authorize the commencing of appropriate negotiations leading to acquisition of 97 Ellis Street by Special Counsel Barker, City Attorney Wolske, and Administrator Kranz.
