May 11, 2009 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Zenner, Jeske, D. Kickbusch, Kunkel Absent: Sperber (excused) Others: Administrator Kranz, Marina Manager Luedtke, Public Works Director Balleine, Randy Lee, Director Grulkowski, Pete Kolaszewski, Fred Klingbeil, Mike Gerbitz, Eric Bergstrom, Nick Ritz, Ron Fassbender, Willard Kickbusch, Kurt Rentmeester Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. Mayor Blaha introduced to the Council Nick Ritz and upon the recommendation of Mayor Blaha, Kostka moved and Zenner seconded to appoint Nick Ritz as the Council Youth Representative. Motion carried unanimously. The Council received the Finance Committee minutes of April 13, 2009. Zenner moved and Jeske seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously. Zenner moved and LuMaye seconded to recommend to approve the April 2009 Accounts Payables in the amount of $190,552.54. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of April 28, 2009. Vollenweider moved and Kostka seconded to approve the 2009 summer hires as submitted. Motion carried with D. Kickbusch abstaining. Vollenweider moved and Kunkel seconded to approve the 2009 Stump Grinding proposal to Custom Tree Cutting and Lawn Care at $.70 per inch. Upon a roll call vote, motion carried unanimously. Vollenweider moved and D. Kickbusch seconded to approve the 2009 Concrete Work proposal to Weidner Concrete Construction LLC. Upon a roll call vote, motion carried unanimously. Ayres Associates and Donahue engineers reviewed with the Council the wastewater treatment plant renovation design options and related costs for each. Not including engineering services and the fish cleaning stations, the options ranged from $6.9 million to $5.6 million dollars. Discussion occurred as to why the large cost estimate changes from the initial $5.4 million dollars previously reported. In order for further review and discussion of the options, a special meeting of the Council will be held on May 19, 2009 at 6:00 p.m. after the Public Works Committee has met to discuss and make a recommendation. Vollenweider moved and LuMaye seconded to approve the Regular Council Meeting minutes of April 13, 2009. Motion carried unanimously. D. Kickbusch moved and Jeske seconded to approve the Council Organizational Meeting minutes of April 21, 2009. Motion carried unanimously. Jeske moved and Kunkel seconded to adopt RESOLUTION NO. 982-09, A RESOLUTION TO TRANSFER THE CITY OF KEWAUNEE REVOLVING LOAN FUND (RLF) PROGRAM TO THE KEWAUNEE COUNTY RLF PROGRAM ($37,411.43). Upon a roll call vote, motion carried unanimously. Vollenweider moved and D. Kickbusch seconded to adjourn the meeting at 8:40 p.m. Motion carried unanimously.
