May 14, 2007 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
MAY 14, 2007

Present: Mayor Blaha, Alderman Vollenweider, LuMaye, Brown, Zenner, Jeske, Rabas, Sperber

Absent: None

Others: Administrator Kranz, City Attorney Wolske, Public Works Director Balleine, Willard Kickbusch, Virginia Kostka, Joseph Mills, Charles Myhr, Jamie Jeske, Roger Zimmerman, Barb Ludlow

Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received the Finance Committee minutes of April 9, 2007.

Zenner moved and LuMaye seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously.

Zenner moved and Brown seconded to approve the Soda/Water Licenses as submitted. Motion carried unanimously.

Zenner moved and LuMaye seconded to approve the April 2007 Accounts Payables in the amount of $162,858.45. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of April 9 and May 1, 2007.

Vollenweider moved and Rabas seconded to award the 2007 Tree Planting Bid to Willems Landscaping at a cost of $205 per tree. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Rabas seconded to award the 2007 Weed Violation mowing service bids to Outdoor Services Inc. for 21 inch push mower, 52 inch riding mower and string trimming; M & E Landscaping for 60 inch tractor mower. Upon a roll call vote, motion carried unanimously.

The Council received the Public Property Committee minutes of May 9, 2007.

LuMaye moved and Zenner seconded to approve the 2007 Roof Replacement Project alternate bid of LaPlant Roofing & Construction in the amount of $98,535. Upon a roll call vote, motion carried unanimously.

LuMaye moved and Jeske seconded to approve a License Agreement between Vollrath LLC and the City for the purpose of allowing Vollrath to encroach onto City owned property for the purpose of installing a fence. Motion carried unanimously.

LuMaye moved and Sperber seconded to authorize the advertising and selling of the old Harbor Inn property, Tax Parcel ID 31 241 OTP 20 by sealed bids. Motion carried unanimously.

The Council received the Plan Commission minutes of April 24, 2007.

The Council received the Tourism & Promotion Committee minutes of April 11, 2007.

The Council received the Tug Ludington Committee minutes of May 3, 2007.

Jeske moved and Zenner seconded to approve the 2007 Tug Guide summer hires as submitted. Motion carried unanimously.

Vollenweider moved and LuMaye seconded to approve the Regular Council Meeting minutes of April 9, 2007, Special Council Meeting minutes of April 11, 2007 and Reorganization Meeting minutes of April 17, 2007 as submitted. Motion carried unanimously.

Under public comment, Roger Zimmerman, Kewaunee Just Cares, reported to the Council that Kewaunee Just Cares will assume responsibility to manage the Adult Softball League Program for the payment of $2,000 as reduced by the YMCA contract for their organization to administer as discussed between the Council and YMCA at the March meeting.

Four applications were received to fill the Aldermanic District 1 vacancy: Willard Kickbusch, Virginia Kostka, Joseph Mills, and Charles Myhr. Administrator Kranz explained the nomination and election process in accordance with the Council’s rules of order.

Each applicant was provided the opportunity to speak on their interest in filling the vacancy. Charles Myhr at this time approached the Council to withdraw his name from consideration.

As such, Rabas nominated Virginia Kostka; Vollenweider nominated Willard Kickbusch and LuMaye nominated Joseph Mills.

Upon completion of the first written ballot, Kostka was elected to fill the Aldermanic District 1 vacancy for the unexpired term ending April 2008. Ballots cast were as follows:

Kostka - (6) LuMaye, Brown, Zenner, Jeske, Rabas, Sperber

Kickbusch - (1) Vollenweider

Mills - (0)

Vollenweider moved and Rabas seconded to adjourn the meeting at 7:40 p.m. Motion carried unanimously.
