May 9, 2005 Meeting Minutes

OFFICIAL MINUTES
OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
MAY 9, 2005

Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Crabb, Zenner, Muellner, Rabas, Schneider

Absent: Brewster (excused)

Others: Public Works Director Balleine, City Attorney Wolske, Jeff Kleiman, John Rogers, Mark Sisel, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

John Rogers and Jeff Kleiman appeared before the Council and gave a presentation on the Kewaunee County Economic Development Corporation.

The Council received the Finance Committee minutes of April 11, 2005.

Vollenweider moved and Muellner seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously.

Vollenweider moved and Crabb seconded to approve the issuance of a Class "B" Retailer’s license to Kewaunee Hunting & Fishing Club, Trout Fest, July 15-17, 2005. Motion carried unanimously.

Vollenweider moved and Crabb seconded to approve Fire Department Eddie Huchro donation expenditures in the amount of $2,961.03 and Wally Berkovitz donation expenditures in the amount of $384.47 for radio equipment installed in the new ladder truck. Upon a roll call vote, motion carried unanimously.

Vollenweider moved and Zenner seconded to approve the April 2005 Accounts Payable in the amount of $119,033.87. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works minutes of April 27, 2005.

Schneider moved and Rabas seconded to approve the hiring of Summer Temporary Help as submitted. Motion carried unanimously.

Schneider moved and Muellner seconded to approve the award of the 2005 Seal Coat Bid to Scott Construction in the amount of not to exceed $28,000. Upon a roll call vote, motion carried unanimously.

The Council received the Beautification Committee minutes of May 3, 2005.

The Council received the Library Board minutes of March 16, 2005.

The Council received the Youth Advisory Committee minutes of April 25 and May 2, 2005.

Blaha moved and Crabb seconded to approve the Regular Council Meeting minutes of April 11, 2005 as submitted. Motion carried unanimously.

Blaha moved and Rabas seconded to approve the Reorganization Meeting minutes of April 19, 2005.

Schneider moved and Crabb seconded to adopt RESOLUTION 950-05,RESOLUTION BY THE CITY OF KEWAUNEE COMMON COUNCIL ACKNOWLEDGING REVIEW OF THE 2004 COMPLIANCE MAINTENANCE REPORT (CMR) AND DIRECTING THE CITY PUBLIC WORKS DIRECTOR TO SUBMIT THE REPORT TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES AS REQUIRED. Motion carried unanimously.

Blaha moved and Schneider seconded to approve the 2005 investment to the Kewaunee County Economic Development Corporation in the amount of $4,013.40. Upon a roll call vote, motion carried unanimously.

Mayor Jeanquart informed the Council that the City received an 80% recreational boating facilities grant from the Wisconsin Waterways Commission for boat launch improvements.

Mayor Jeanquart discussed with the Council converting to a bi-monthly utility billing system.

Alderman Muellner commented on the need for an airport in Kewaunee County.

Alderman Schneider commented on the Summer Recreation Program fees.

Vollenweider moved and Muellner seconded to adjourn the meeting at 7:44 p.m. Motion carried unanimously.
