Mayor Jeanquart called the meeting to order at 6:00 p.m.

The Council met as a committee of the whole along with the Finance Committee and conducted a comprehensive review of the draft 2007 Budget with Administrator Kranz and department heads present.

There was discussion on researching the method and time frame in shifting the cost of public fire protection (hydrant rental) from the General Fund (using tax dollars) to the Water Fund (using user fees). Administrator Kranz will check with the auditors and the Public Service Commission.

As part of the review, it was decided that the Juneau Street construction project should be budgeted in the Capital Infrastructure Fund and accordingly, adjustments made to the Capital Projects Reserve Fund by deferring two Street Department vehicle purchases to 2008 but still allocating one-half the cost for reserves in 2007. Administrator Kranz also noted that the Water and Sewer Funds will be adjusted accordingly for the Juneau Street project.

Rabas moved and Muellner seconded to set the budget public hearing for December 5, 2006 at 6:00 p.m. Motion carried unanimously.

Vollenweider moved and Schneider seconded to adjourn the meeting at 8:18 p.m. Motion carried unanimously.
