November 12, 2007 Regular Meeting Minutes
OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Brown, Zenner, Rabas, Sperber Absent: Jeske (excused) Others: Administrator Kranz, Public Works Director Balleine, Ambulance Director Grulkowski, City Attorney Wolske, Police Chief Salentine, Barb Ludlow Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council received the Finance Committee minutes of October 8, 2007. Zenner moved and Sperber seconded to approve the October 2007 Accounts Payables in the amount of $140,034.66. Upon a roll call vote, motion carried unanimously. The Council received the Public Property Committee minutes of November 7, 2007. LuMaye moved and Kostka seconded to reject the bids of Contract A - City-Wide Contract Mowing Services and to accept the low bid of SDA Lawn Service LLC for Contract B - Cemetery Contract Mowing Services for the period 2008-2010 in the total amount of $45,900. Upon a roll call vote, motion carried unanimously. LuMaye moved and Kostka seconded to approve direct negotiations and a direct sale of the donated Calvin Akin 7.42 acres of land in accordance with existing law rather than through a multiple listing. Upon a roll call vote, motion carried unanimously. LuMaye moved and Sperber seconded to approve direct negotiations for a direct sale of the old water tower property in accordance with existing law. Upon a roll call vote, motion carried unanimously. The Council received the Beautification Committee minutes of October 25, 2007. With the formal resignation of William Jacobs as Plant Operator 1 effective February 24, 2008 due to retirement, the Council discussed further the filling of vacancies existing in both the Street Department and the Water/Wastewater utilities. Both of these vacancies have been advertised and applications received. Vollenweider moved and LuMaye seconded to fill only the Water/Wastewater Plant Operator I position only. Motion carried unanimously. Rabas moved and Brown seconded to approve the Regular Council Meeting minutes of October 8, 2007. Motion carried unanimously. Kostka moved and Rabas seconded to approve the Special Council Meeting minutes of November 6, 2007 as submitted. Motion carried unanimously. Kostka moved and Rabas seconded to adopt RESOLUTION NO. 970-07, FINAL RESOLUTION LEVYING SPECIAL ASSESSMENTS AGAINST BENEFITTED PROPERTY FOR THE INSTALLATION OF SIDEWALK IMPROVEMENTS. Motion carried unanimously. Rabas moved and Brown seconded to adopt RESOLUTION NO. 971-07, FINAL RESOLUTION LEVYING SPECIAL ASSESSMENTS AGAINST BENEFITTED PROPERTY FOR THE INSTALLATION OF CURB AND GUTTER, WATER MAIN AND SANITARY SEWER IMPROVEMENTS. Motion carried unanimously. Zenner moved and LuMaye seconded to introduce the second reading and adoption of ORDINANCE NO. 555-07, AN ORDINANCE FIXING THE SALARIES OF MAYOR AND ALDERMAN.
