November 13, 2006 Regular Meeting Minutes

OF THE
CITY OF KEWAUNEE COMMON COUNCIL
REGULAR MEETING
NOVEMBER 13, 2006

Present: Mayor Jeanquart, Alderman Vollenweider, LuMaye, Crabb, Muellner, Rabas, Schneider, Blaha, Zenner

Absent: None

Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Willard Kickbusch, Lori and Don Kickbusch, Ken Secor, Barb Ludlow

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received a letter of resignation from the Plan Commission from Kevin Dax.

The Council received the Finance Committee minutes of October 9, 2006.

Schneider moved and Zenner seconded to accept the settlement payment of $4,000 for a zoning violation judgement from Mark A. Brouchoud upon the recommendation of the City Attorney. Motion carried unanimously.

Schneider moved and Zenner seconded to approve the October 2006 Accounts Payables in the amount of $138,931.63. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of October 31, 2006.

Vollenweider moved and Rabas seconded to approve entering into a Residential Solid Waste/Recycling Services agreement for 5 years with Veolia Environmental Services effective January 1, 2007. Upon a roll call vote, motion carried unanimously.


The Council received the Public Property Committee minutes of November 1, 2006.

Crabb moved and Vollenweider seconded to approve the hiring of Harold Luedtke as the Marina/Campground Manager effective January 1, 2007 at a salary of $25,200 based on 1,400 hours and to be paid bi-weekly. Upon a roll call vote, motion carried with LuMaye voting nay.

Crabb moved and Muellner seconded to enter into a cooperative agreement between the State of Wisconsin, Department of Transportation and the City of Kewaunee for the installation and operation of a COR Station to be located at Father Marquette Memorial Park. Motion carried unanimously.

The Council received the Plan Commission minutes of November 8, 2006.

Blaha moved and Muellner seconded to approve the Regular Council Meeting minutes of October 9, 2006 as submitted. Motion carried unanimously.

Rabas moved and Crabb seconded to approve the Special Council Meeting minutes of November 2, 2006 as submitted. Motion carried unanimously.

Vollenweider moved and LuMaye seconded to introduce the first reading of ORDINANCE NO. 544-06, AN ORDINANCE AMENDING CHAPTER NINETY FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Rezoning Secor property from R-1 to R-2). Following discussion and upon a roll call vote, motion carried with Blaha, Vollenweider, LuMaye, Crabb, Zenner and Muellner voting yea with Rabas and Schneider voting nay.

Under public comment, Ken Secor approached the Council and thanked them for their input regarding the rezoning issue.

Lori Kickbusch informed the Council that as an example with Harry Luedtke just recently selling his home, vacant apartments in Kewaunee are hard to find.

Mayor Jeanquart commented that he would like to see the Personnel Committee meet before year end regarding non-union employee wage adjustments.

Vollenweider moved and Blaha seconded to adjourn the meeting at 7:40 p.m. Motion carried unanimously.
