November 15, 2004 Meeting Minutes OFFICIAL MINUTES Present: Mayor Jeanquart, Alderman Blaha, Vollenweider, Abrahamson, Crabb, Schroeder, Rabas, Schneider Absent: Griffith (excused) Others: Administrator Kranz, Public Works Director Balleine, City Attorney Wolske, Roger Zimmerman, Tony Jeanquart, Barb Ludlow Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council received the Finance Committee minutes of October 12, 2004. Abrahamson moved and Blaha seconded to approve the issuance of Operator’s Licenses as submitted. Motion carried unanimously. Abrahamson moved and Crabb seconded to approve the October 2004 Accounts Payable in the amount of $597,134.19. Upon a roll call vote, motion carried unanimously. The Council received the Public Works Committee minutes of November 3, 2004. Schneider moved and Vollenweider seconded to approve the sale of the grader as surplus property to Brian Paplham for the amount of $3,096.96. Motion carried unanimously. Schneider moved and Schroeder seconded to increase the cost of garbage stickers from $1.25 to $1.50 effective January 1, 2005. Motion carried unanimously. Mayor Jeanquart relinquished the Chair to President Blaha for the review and action on the sale of the Church Hill lots. With 5 bids received, Blaha moved and Schneider seconded to award the sale of Lots 3, 4, 5, 6, 7, and 8 in Block 174, Original Town Plat to Tony Jeanquart for the amount of $32,500. Upon a roll call vote, motion carried with Blaha, Vollenweider, Crabb, Schroeder, and Schneider voting yea; Abrahamson voting nay; and Rabas abstaining. Mayor Jeanquart resumed the Chair at 7:18 p.m. The Council received the Personnel Committee minutes of October 20, 2004. The Council received the Library Board minutes of July 21 and September 1, 2004. Blaha moved and Abrahamson seconded to approve the Regular Council Meeting minutes of October 12, 2004 as submitted. Motion carried unanimously. Abrahamson moved and Rabas seconded to approve the Special Council Meeting minutes of November 8, 2004 as submitted. Motion carried unanimously. Schroeder moved and Schneider seconded to adopt RESOLUTION NO. 943-04, A RESOLUTION IN MEMORIAL - DONALD F. SHILLIN. Motion carried unanimously. Upon the recommendation of Mayor Jeanquart, Rabas moved and Blaha seconded to appoint Delbert Charles to the Plan Commission replacing Claude Stangel. Motion carried unanimously.
