Mayor Jeanquart called the meeting to order at 6:00 p.m.

Blaha moved and Vollenweider seconded to open the Sewer Rate Increase public hearing. Motion carried unanimously.

Ron Schroeder of Virchow Krause & Company, LLP reviewed with the Council the Sewer Rate Study and Cost of Survey Study. Presented were the 3 scenarios of which one scenario involved the payback of debt to the General Fund over 20 years while the other scenario involved debt payback phased in over 20 years. The last scenario involved no debt payback. The various rates were reviewed as to fixed charges and volume usage.

It was also discussed that any debt payback to the General Fund should not include any interest so therefore the debt can be reduced more quickly. Any adoption of new rates would take effect the first billing period in 2007.

With no one present to speak either for or against the sewer rate increases, Blaha moved and Vollenweider seconded to close the public hearing at 6:33 p.m. Motion carried unanimously.

Muellner moved and Schneider seconded to adopt RESOLUTION 961-06, RESOLUTION ESTABLISHING SEWER RATES. Motion carried unanimously.

Mayor Jeanquart commented that with the increases in rates, the City needs to move forward with changing the billing system from a quarterly to bi-monthly system.

Vollenweider moved and Blaha seconded to adjourn the meeting at 6:38 p.m. Motion carried unanimously.
