November 9, 2009 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Kunkel, Zenner, Jeske, D. Kickbusch, Sperber
Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.
The Council received a written report on the 2009 Manitowoc/Two Rivers YMCA Summer Program.
The Council received a letter from the Kewaunee Area Chamber of Commerce dated October 25, 2009 pertaining to prior and future ongoing financial support.
Mayor Blaha read aloud the letter of resignation from Harry Luedtke, Marina Manager effective January 1, 2010.
The Council received the Finance Committee minutes of October 12, 2009.
Zenner moved and Sperber seconded to approve the issuance of a Operator’s License as submitted. Motion carried unanimously.
Zenner moved and LuMaye seconded to approve the issuance of a Temporary Class "B" Retailer’s License to Kewaunee Area Chamber of Commerce, November 20-21, 2009, Christkindlmarkt. Motion carried unanimously.
Zenner moved and LuMaye seconded to approve the October 2009 Accounts Payables in the amount of $263,302.54. Upon a roll call vote, motion carried unanimously.
The Council received the Public Works Committee minutes of October 27, 2009.
Cindy Wojtczak, Ayres Associates, reviewed with the Council an update on the Wastewater Treatment Plant funding availability and the current bid status. Emphasis will be placed on obtaining a grant/loan with the U.S. Rural Development Administration (USRDA) . The Council agreed that a bid extension for a minimum of 60 days is required to allow for further processing of funding with the USRDA.
The Council received the Beautification Committee minutes of October 13, 2009.
Harry Luedtke provided the Council with a Marina/Campground Report for 2009.
Kostka moved and Jeske seconded to approve the Regular Council Meeting minutes of October 12, 2009. Motion carried unanimously.
Sperber moved and Vollenweider seconded to introduce the second reading and adoption of ORDINANCE NO. 559-09, AN ORDINANCE AMENDING CHAPTER NINETY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Sign amendments). Motion carried unanimously.
LuMaye moved and Kunkel seconded to introduce the second reading and adoption of ORDINANCE NO. 560-09, AN ORDINANCE AMENDING CHAPTER NINETY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (Rezoning). Motion carried unanimously.
Upon the recommendation of Mayor Blaha, Kostka moved and D. Kickbusch seconded to approve the appointment of Joe Steiner as Ambulance Director. Motion carried unanimously.
Jeske moved and Kunkel seconded to adjourn the meeting at 8:00 p.m. Motion carried unanimously.
