October 12, 2004 Meeting Minutes

Mayor Jeanquart called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation.

The Council received the Finance Committee minutes of September 13, 2004.

Blaha moved and Crabb seconded to approve the issuance of Operator’s Licenses to:
Danielle D. Bongle, Kewaunee Cooperative
Lori A. Ferron, Pamida
Suzanne M. Holtz, Pamida
Motion carried unanimously.

Blaha moved and Crabb seconded to approve the issuance of a Temporary Class "B" License to Kewaunee Fire Department, October 22, 2004, Brat Fry. Motion carried unanimously.

Blaha moved and Schroeder seconded to approve the September 2004 Accounts Payable in the amount of $276,279.86. Upon a roll call vote, motion carried unanimously.

The Council received the Public Works Committee minutes of September 29, 2004.

Schneider moved and Rabas seconded to approve the advertising and sale of the grader as surplus property. Motion carried unanimously.

The Council received the Public Property Committee minutes of October 6, 2004.

Vollenweider moved and Crabb seconded to accept the $16,496.60 in marina capital improvements under Carl and Connie Nelson’s prior lease agreement. Motion carried unanimously.

Vollenweider moved and Crabb seconded to authorize the bidding and sale of the city owned lot located on Lakeshore Drive and further identified on the Certified Survey Map as surplus property. Motion carried unanimously.

The Council received the Personnel Committee minutes of September 22, 28/30, 2004.

Blaha moved and Schneider seconded to hire Mark Sisel to fill the Public Works Department Equipment Operator/Laborer position vacancy effective October 18, 2004. Motion carried unanimously.

The Council received the Tug Ludington Committee minutes of September 9, 2004.

Vollenweider moved and Rabas seconded to approve the Regular Council Meeting minutes of September 13, 2004 as submitted. Motion carried unanimously.

Vollenweider moved and Schroeder seconded to adopt RESOLUTION NO. 941-04, RESOLUTION ADOPTING THE CITY OF KEWAUNEE COMPREHENSIVE OUTDOOR RECREATION PLAN. Motion carried unanimously.

Blaha moved and Schroeder seconded to adopt RESOLUTION NO. 942-04, RESOLUTION ESTABLISHING BUILDING PERMIT AND OTHER ZONING FEES. Motion carried unanimously.

Schneider moved and Rabas seconded to introduce the second reading and adoption of ORDINANCE NO. 530-04, AN ORDINANCE AMENDING CHAPTER SEVENTY OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "TAXATION". Motion carried unanimously.

The next regular meeting of the Finance Committee and Council was changed from November 8th to November 15th.

Vollenweider moved and Rabas seconded to adjourn the meeting at 7:18 p.m. Motion carried unanimously.
