October 8, 2007 Regular Meeting Minutes OFFICIAL MINUTES Present: Mayor Blaha, Alderman Kostka, Vollenweider, LuMaye, Brown, Zenner, Jeske, Rabas, Sperber Absent: None Others: Administrator Kranz, Public Works Director Balleine, Marina Manager Luedtke, Barb Ludlow Mayor Blaha called the meeting to order at 7:00 p.m. whereas the Pledge of Allegiance was recited followed by meditation. The Council received the Finance Committee minutes of September 10, 2007. Zenner moved and LuMaye seconded to approve the Operator’s Licenses as submitted. Motion carried unanimously. Zenner moved and Brown seconded to approve the Temporary Class "B" Retailer’s Licenses as submitted . Motion carried unanimously. Zenner moved and Sperber seconded to approve the September 2007 Accounts Payables in the amount of $191,128.83. Upon a roll call vote, motion carried unanimously. The Council received the Personnel Committee minutes of September 13, 18, 27 and October 4, 2007. Vollenweider moved and Rabas seconded to ratify approval of the Kewaunee City Police Officers Union, Local 1778, AFSCME, AFL-CIO Bargaining Agreement for January 1, 2008 to December 31, 2010. Upon a roll call vote, motion carried unanimously. Rabas moved and Sperber seconded to ratify approval of the Kewaunee DPW Employees, Local 1470-B, AFSCME, AFL-CIO Bargaining Agreement for January 1, 2008 to December 31, 2010. Upon a roll call vote, motion carried unanimously. Vollenweider moved and Kostka seconded to approve the 2008 Non-Union Employee Salary/Wage Schedule as submitted. Motion carried unanimously. The Council received the Public Property Committee minutes of September 5, 2007. The Council received the Tourism Promotion Committee minutes of September 26, 2007. Kostka moved and Rabas seconded to approve the Regular Council Meeting minutes of September 10, 2007 and the Special Council Meeting minutes of September 25, 2007 as submitted. Motion carried unanimously. Kostka moved and Rabas seconded to adopt RESOLUTION NO. 969-07, A RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A RECYCLING EFFICIENCY INCENTIVE (REI) GRANT . Motion carried unanimously. With further information provided to the Council that was obtained by the City Attorney, Rabas moved and Kostka seconded to table ORDINANCE NO. 550-07, AN ORDINANCE AMENDING CHAPTER 78 OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED TRAFFIC AND VEHICLES (Operation of Neighborhood Electric Vehicles) until that time the State adopts legislative changes to make this ordinance more practical for NEV operation within the municipality. Motion carried unanimously. Rabas moved and Vollenweider seconded to introduce the second reading and adoption of ORDINANCE NO. 551-07, AN ORDINANCE AMENDING CHAPTER THIRTY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "FLOODS" (amending floodplain zoning ordinance). Motion carried unanimously. Sperber moved and LuMaye seconded to introduce the second reading and adoption of ORDINANCE NO. 552-07, AN ORDINANCE AMENDING CHAPTER NINETY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (amending Sec. 94-199, B-2 community business district). Motion carried unanimously. Zenner moved and Rabas seconded to introduce the second reading and adoption of ORDINANCE NO. 553-07, AN ORDINANCE AMENDING CHAPTER NINETY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (rezone KHS USA, Inc. & Kewaunee Renaissance LLC property to B-2). Motion carried unanimously. LuMaye moved and Kostka seconded to introduce the second reading and adoption of ORDINANCE NO. 554-07, AN ORDINANCE AMENDING CHAPTER NINETY-FOUR OF THE MUNICIPAL CODE OF KEWAUNEE, WISCONSIN, ENTITLED "ZONING" (rezone Vollenweider property to B-3 highway commercial district). Motion carried unanimously. Kostka moved and Jeske seconded to introduce the first reading of ORDINANCE NO. 555-07, AN ORDINANCE FIXING THE SALARIES OF MAYOR AND ALDERMAN. Motion carried unanimously. Mayor Blaha extended the Council and his thanks to the Holy Rosary grade school students for participating in the beach clean-up program.
